Jurong East Avenue 1 EC Land Sale: Who Is Selling It, and When Can You Buy?

By Davis Ng · · Updated

If you are waiting to buy at Jurong East Avenue 1, two questions come first: who is putting the land up for sale, and how many steps stand between today and the day you can book a unit. This guide answers both from what HDB and URA have published, and is clear about what nobody can tell you yet.

One point to settle first: HDB, not URA, is the sales agent for this Executive Condominium (EC) land.

Who is selling the land?

The site sits on the Confirmed List of the second-half 2026 (2H2026) Government Land Sales Programme, announced on 3 June 2026. In the programme table, every other Confirmed List site is sold by URA. Jurong East Avenue 1 is the exception: its sales agent is HDB, and it is the only EC site on that Confirmed List.

That is why you will not find Jurong East Avenue 1 on URA's own list of current sale sites. It appears on HDB's Government Land Sales page instead, next to the other EC sites HDB is handling. If you want to follow the tender yourself, HDB's pages are the ones to watch.

Being on the Confirmed List matters. Confirmed List sites are released on a set schedule, so this land does not depend on a developer first asking for it to be put up for tender.

URA explains that the 735 figure is an estimate based on the average unit sizes of recent comparable developments and current planning guidelines. The final number of homes is up to the winning developer's design.

What these numbers mean for you

A dense site in a small footprint

A plot ratio of 5.0 means the building can hold up to five times the land area in floor space. Simple arithmetic on the published figures gives room for roughly 74,500 sqm of floor area on 1.49 hectares. Among the eight residential sites on the 2H2026 Confirmed List, only one has a higher plot ratio. For you, that points to a compact estate with a large number of homes. The developer has not been chosen, so tower count, height and how much ground is left for landscaping and facilities are not known yet.

A childcare centre built into the development

The minimum 750 sqm childcare requirement is a condition URA lists against this site. If you have, or plan to have, young children, this is one of the few confirmed details about daily life here. Where it sits within the estate and who runs it will only be known once the developer's plans are out.

Rail around the site

URA's announcement for the same programme notes that the Jurong East MRT interchange area is already an established business area, and that the Jurong Region Line will open in stages from around mid-2028, with Cross Island Line Phase 2 following in 2032. For walking distances and nearby amenities, see our location guide.

From land tender to booking a unit

December 2026 is when HDB expects to launch the land for tender. It is not a launch date for homes. Here is the order things happen in, based on how HDB runs EC land sales and EC purchases:

  1. Tender launch. HDB releases the detailed conditions of sale when the site is launched, currently estimated for December 2026.
  2. Tender close and results. Developers submit bids. HDB publishes provisional and then final tender results for the sites it sells, which is when the developer becomes known.
  3. Design and naming. The winning developer prepares the design, unit mix and project name.
  4. Sales launch. HDB states that EC units are launched by property developers, who announce preliminary designs, the number of units offered, indicative prices and the application period.
  5. Application and booking. You apply directly to the developer. If you are successful and eligible, the developer grants you an Option to Purchase, with a 5% option fee payable at booking.

The time between each step is not fixed, and no sales launch date has been announced. Treat any date you see for the home launch as a guess until the developer confirms it.

Is this the former Shuqun Secondary School site?

Many buyers search for this land as the former Shuqun Secondary School site. HDB's Government Land Sales page and URA's 2H2026 programme list it only as "Jurong East Avenue 1" and do not name an earlier use. Until an official document names it, treat the link as unconfirmed. The site plan in HDB's tender documents, when they are released, will show the exact land boundary.
